The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are conducted: optimistic declarations are issued from various governments. Considerable effort is expended on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity enabled by timely intelligence. From observation points, military aircraft that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, presumably delivered by allied countries. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Continuous Dangers

Soon after, a heavy machine gun engaged a aerial vehicle close by, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.

With pauses, this persisted until dawn. Kyiv faced the morning news: seven people killed, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on Western support – a need that regional partners are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This trend will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is unrealistic to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from believing that the situation will not evolve additionally in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but preventing a entire defensive failure until circumstances change in its advantage.

Existing Situation

Factually, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
